VAT building renovated from VIPA funds reached A+ energy efficiency class
In May 2022, the modern administrative building of the Dignitary Protection Service of the Republic of Lithuania (VAT) opened its doors after reconstruction. The project was implemented under the State Asset Renovation Programme of Turto Bankas, also using the Energy Efficiency Fund (ENEF) of VIPA.
The reconstruction of the building located at T. Ševčenkos Street 13 in the Naujamiestis neighborhood of the capital started in autumn 2020 was completed in spring 2022 at the cost of EUR 10.7 million. The project received an ENEF loan of EUR 672 000.
“The Energy Efficiency Fund was set up to increase energy efficiency, to heat and light public buildings and to reduce greenhouse gas emissions. The building of the Dignitary Protection Service was completely redesigned, and the implementation of energy efficiency measures allowed it to reach A+ class, which is a challenging task when renovating a building,” says Rūta Mikalauskienė, Head of the Public Investment Department at VIPA.
The area increased by 1 000 square meters
During the renovation, most of the internal partitions were demolished, installing many premises serving different functions, including an administrative area, sports and training rooms, shooting simulators, conference rooms, a shooting range, and others. A superstructure, a terrace lounge and a solar power plant that meets a part of the building’s energy needs were set up on the roof of the building. The basement of the building was converted into an underground car parking lot. Worn-out engineering systems of the building were also renovated. The conducted works increased the building’s floor area from 5,200 sqm to 6,300 sqm.
“This project has already become a success story and an example of how modern technologies can be used to transform a state administrative asset into a maximally efficient one, to improve the working conditions for public sector employees, as well as the quality of the services provided and their accessibility to the public,” said Mindaugas Sinkevičius, Director General of Turto Bankas.
Other projects
The building of the Dignitary Protection Service is only one of the projects implemented by VIPA together with Turto Bankas. The Energy Efficiency Fund has already been used to renovate the Alytus, Tauragė and Tauragė offices of the National Land Service managed by Turto Bankas, as well as the building of the Department of State Supervision of Territorial Planning in Kaunas.
VIPA is currently implementing yet another 18 projects together with Turto Bankas. Most of them are at the design stage and some have started procurement of contract works. The completion of the ongoing projects is scheduled by September 2023.
Call for applications
ENEF provides soft loans for the renovation of public buildings of the central government at least 51% of the floor area of which are owned by the State or by public institutions owned by the State. The modernization projects are subject to a requirement to achieve energy efficiency class C at the least and to reduce the energy consumption of a building by at least 30%.
