VIPA will finance the construction of an A++ energy efficiency class dormitory of Klaipėda University
In December 2021, the Public Investment Development Agency (VIPA) signed a loan agreement to finance the construction of a new dormitory of Klaipėda University (KU). A VIPA loan for the implementation of the project totals EUR 2 million. The project is financed under the Higher Education and Vocational Training Infrastructure (Buildings) Renovation and Development Facility from VIPA capital.
New dormitory as a part of a block of buildings
In 2018, the Klaipėda University drafted an infrastructure optimisation project, deciding to build a new 590-600-bed dormitory block consisting of three buildings on the university campus. The first dormitory building was built back in 2015. It is a modern building accommodating 170 students and academic guests.
Construction of the second building will start in 2022 and will be financed by VIPA. The new dormitory to be built at H. Manto Street 84 will fit 260 members of the Klaipėda University community.
“We are building new dormitories to provide our community members – students and visiting teaching staff – with accommodation services of better quality. Another aim is to consolidate KU’s infrastructure on university campus. We are grateful to the Public Investment Development Agency for their active cooperation in creating a new modern KU infrastructure,” Prof. Dr. A. Razbadauskas, Rector of Klaipėda University, said.
The plan is to achieve an A++ energy efficiency class
The plan is to build a new dormitory of A++ energy efficiency class at the least on 4 500 square meters of land. The central part of the building will have 4 storeys and the side parts will be 3 storeys high. The dormitory will have different types of rooms accommodating 260 beds. There will be two kitchens on each floor, shared lounge and study areas. An elevator is planned in the central part of the building and a 300 m2 gym – on the ground floor. The design and construction of the new dormitory is expected to cost EUR 5.5 million, of which EUR 2 million will be a VIPA loan under the Higher Education and Vocational Training Infrastructure (Buildings) Renovation and Development Facility.
More projects will receive financing
Since 22 January 2020, the Public Investment Development Agency (VIPA) will provide loans for the renovation and expansion of higher education and vocational training infrastructure (buildings). Decisions have already been made to finance projects worth EUR 7 million under this facility.
Rūta Mikalauskienė, Head of Public Investment Department at VIPA, said that this facility was designed to fully meet the needs of modernising the infrastructure of educational institutions. VIPA helps partners to find efficient financing solutions even in situations of limited borrowing opportunities. The facility is popular for its flexibility and is planned to be expanded to raise additional funds and to increase financing opportunities for potential applicants.
VIPA funds can be used to finance renovation of the exterior and interior of research buildings, the renewal of engineering networks and systems, the construction of new buildings, the landscaping of the site of a renovated or newly constructed building, other contract works directly related to the renovation or expansion of buildings, the preparation of related technical documentation, technical supervision and project implementation supervision.
The first VIPA-funded Higher Education Infrastructure Facility project – a new building of the University of Social Sciences in Kaunas – opened its doors in December 2021. Located in Aleksotas, the modern building was designed for implementing educational and applied research projects and can accommodate almost 2000 students. VIPA’s loan disbursed for the project totalled EUR 1.76 million.
